Response to NuScale Topical Report Audit Question Question Number: A-NonLOCA.LTR-59S Receipt Date: 08/02/2024 Question:

Audit question A-NonLOCA.LTR-59 was received by NuScale on June 28, 2024. NuScale provided a response on July 22, 2024. On August 2, 2024, NuScale received the following written feedback from the NRC:

Response

This response is a supplement to the July 22, 2024 response to address the feedback from August 2, 2024; the July 22, 2024 response remains unchanged in the electronic reading room (eRR). ((

}}2(a),(c)

NuScale agrees that high power level and high RCS hot temperature trips may not mitigate cases initiated from lower power levels. However, the design also includes reactor trips based on high average RCS temperature and high power rate. These trips are available to mitigate cases initiated from lower power levels. ((

}}2(a),(c) NuScale analyzes a wide range of reactivity insertion ranges in order to identify the transition points between the various trip signals. Limiting conditions often occur at such transition points. Inclusion of low power cases ((
}}2(a),(c) is therefore evidence that the analysis includes appropriate consideration of the range of reactivity insertions. ((

In conclusion, uncontrolled control rod assembly bank withdrawals initiated from power levels below rated power includes a variation of assumptions and initial conditions sufficient to identify potential impacts on figures of merit ((
