At 0840 CST on 3/13/80, essential raw <.ooling water radiation monitors

, on train A were inoperable. At 0300 CST 3/14/80, it was determined _

radiation monitors are operable. SI 414 was immedintely initiated.
All effluent releases occurring during the period of ERCW radiation
monitor inoperability were monitored by Cooling Tower Blowdown Radiation j i Monitor. No unmonitored releases were made.

Sequoyah Nuclser Plcnt LER SUPPLEMENTAL INFORMATION SQRO-40-327/8006 Technical Specification Involved 3.3.3.9 Reported Under Technical Specification 6.9.1.12.b Date of Occurrence: 3/14/80 Time of Occurrence: 0300 CST Unit i Identification and Description of Occurrence:

At 0840 CST 3/13/80, power vns removed from Containment Building Lower Compartment Radiation Monitor (1-RM-90-106) for maintenance. This action also removed power from Essential Row Cooling Water Radiation Monitors (1-RM-90-133 and 140) on A header. Two radiation monitors on E header (1-RM-90-134 and 141) remained operable. This was determined to satisfy LCO 3.3.3.9, Table 3.3-12.

At 0300 CST 3/14/80, it was determined LCO 3.3.3.9, Table 3.3-12 was not correctly interpreted. Sampling of ERCW header A was initiated immediately per ACTION 29 of Table 3.3-12 of LCO 3.3.3.9.

All effluent releases occurring during the period of ERCW radiation sonitor inoperability were monitored by the Cooling Tower Blow-down Radiation Monitor (0-RM-90-211). No unmonitored releases were made.

Conditions Prior to Occurrence:

Unit 1 in Mode 6.

Action specified in the Technical Specification Surveillance Requirements met due to inoperable equipment. Describe.

N/A Apparent Cause of Occurrence:

Hisunderstanding of Technical Specification requiremente.

Analysis of Occurrence:

There was no hazard to the public health or safety.

Corrective Action

All necessary personnel reinstructed as to applicable Technical Specification requirements.
