INFORMATION REGARDING PROPOSED 00R ACTION ON PREVENTION OF 0FFGAS EXPLOSIONS

In response to your request of January 30, 1979, same subject, the follow-ing comments are provided for your consideration.
Region IV has completed the followup inspections for Bulletin 78-03. We have only one concern with the offgas system instrumentation at Cooper Station and that relates to the location of the instrument readouts. The offgas system is well instrumented for. flows, terrperatures, pressures, and gas concentrations; however, the readouts are located in the Augmented Offgas Control Room (A0CR) in the radwaste building. An annunciator alarm from one of these parameters would give a master alarm in the main control room but as the A0CR is not continuously manned, there would be a reaction time delay.
