INFORMATION REGARDING PROPOSED 00R ACTION ON PREVENTION OF OFFGAS EXPLOSIONS This is in response to your memorandum dated January 30, 1979. As reported to C. J. DeBevec on February 9 and 12, 1979, we agree wi-th the 00R proposed Acceptance Criteria for BWR Offgas Explosion Prevention.
However, in the case of Criterion 2, second sentence, we feel it should be recognized that the action and review required by IEB No. 78-03 may not have caused an evaluation by the licensee and/or IE inspector to a commensurate depth.
Indeed,a discussion with involved inspectors in this Region has indicated the action and review required by the Bulletin did not include a specific assessment of sensors, monitors and control devices ~ relating to offgas operating parameters. Therefore, it appears that the scope of Criterion 2 should be modified to the extent that its aphlication will be consistent with the scope of responses to IEB 78-03.
One means of achieving that modification would be to eliminate the second sentence,of Criterion 2.
