Dear John:

I have been contacted by some concerned citizens in the Seabrook area. They are concerned about recent operability determinations related to the service water flow rates and also the primary component cooling water heat exchangers.

These operability determinations are referenced in your inspection reports 50-443-96/04, Page 9 and 50-443-95/15 Page 9, respectively.

These documents are not available in the PDR and I would appreciate it if you could make these two documents available for public review.

If this inquiry requires a FOIA request, please contact me and we will submit the F0IA request for these documents.

A copy of this letter is being sent to NU for their possible consideration for supplying this information.
