SUMMARY

OF THE JULY 26, 2023, OBSERVATION PUBLIC MEETING ON THE STATUS OF NUSCALES US460 STANDARD DESIGN APPROVAL APPLICATION

The U.S. Nuclear Regulatory Commission (NRC) held an observatio n public meeting on July 26, 2023, to discuss topics related to NuScale LLCs (NuScale) US46 0 Standard Design Approval application (SDAA) (NRCs Agencywide Documents Access and Manag ement Systems (ADAMS) Accession No. ML22339A066). This meeting was part of a periodic NRC and NuScale management engagement to discuss the status of the application, technical topics of interest, project processes and workflows. The meeting consisted of open and closed portions.

During the open portion of the meeting, the NRC staff gave an o verview of the current status of the NuScale application that has been tendered but not docketed because of the technical sufficiency issues related to density wave oscillation (DWO) ph enomena. The staff noted that NuScale has made two submittals, on July 14, 2023 (ML23195A092) and July 17, 2023 (ML23198A244), in response to the NRC request for supplemental information (RSI) contained in the NRC March 17, 2023, acceptance review letter (ML23058A16 0). The staff further noted that these two submittals are being reviewed to determine if th e SDA application is acceptable for docketing.

In addition to the RSI, the staff discussed the current status of the identified focus items that are needed to support a reliable schedule development (FISDs), and the High Impact Technical Issues (HITIs) contained in the in the NRC acceptance review le tter (ML23058A160). Both FISDs and HITIs are being addressed in the SDAA Phase A review audit for part of the application not impacted by the DWO RSI. As of July 14, 2023, t he staff noted that 36 FISDs and 13 HITIs have been identified in the audit and are at vario us stages of resolution. The staff also noted that it has issued an audit status report on June 20, 2023 (ML23151A119).

The staff also presented the statuses of the eight Licensing To pical Reports (LTRs) submitted in the pre-application phase and the four LTRs submitted with the SDA application. The review of five of the LTRs submitted in the pre-application phase is comp leted and the remaining three are near completion. The four LTRs that were submitted at same time as the SDA application are being reviewed concurrently with the SDA applications safe ty review (i.e., three of the LTRs are included in the Phase A safety review audit and the suffici ency of the DWO LTR is being evaluated in RSI audit. Additiona lly, NuScale plans to submit three LTRs by the end of 2023 to support future licensing applications.

The closed portion of the meeting was held to discuss proprieta ry items. The areas discussed in the closed portion of the meeting can be found in ML23230A048 ( proprietary). The major takeaways from the closed meeting are captured under action ite ms in ML23230A005 (proprietary).
