ISSUANCE OF THE

SUMMARY

REPORT FOR THE ENVIRONMENTAL AUDIT OF THE KAIROS HERMES TEST REACTOR CONSTRUCTION PERMIT APPLICATION By letter dated October 31, 2021 (ADAMS Accession No. ML21306A131), Kairos submitted an Environmental Report (ER) in support of its Hermes construction permit (CP) application. Upon acceptance of the CP application, including the ER (ML21319A354), the U.S. Nuclear Regulatory Commission (NRC) staff initiated the environmental review of the application. On February 2, 2022, the staff informed Kairos of its intent to audit the ER and issued the Kairos Hermes Environmental Report (ER) Audit Plan (ML22056A064).

As stated in the audit plan, the purpose of the audit was to improve understanding and verify information in the Kairos Hermes ER, and to identify information for docketing to support the preparation of the environmental impact statement. Included in the audit plan was a list of information needs the NRC staff identified to cover with the Kairos staff during the audit. All audit discussions and activities were conducted remotely between February 28 and March 30, 2022. After covering the previously identified information needs with Kairos staff, the NRC issued a list of Requests for Confirmatory Information (RCIs) in order to appropriately document the staffs confirmation of information gathered during the audit not otherwise available in the public domain (ML22090A060).

K. Erwin 2 A publicly noticed audit closeout meeting was held on March 30, 2022. The purpose of the meeting was to close out the NRC staff's audit of the Kairos Hermes ER and to present a summary of the audit activities and discussions, including a summary of the information obtained during the audit. The staffs presentation from that meeting is available at ML22088A225.

The enclosed audit summary report presents the scope of the audit, the audit team members and applicant staff participants, a description of audit activities, a summary of the issues discussed, and the resolution of the information needs that were outlined in the audit plan. The report also includes a summary of the March 30, 2022 closeout meeting.

Since the audit closeout meeting, staff have received all the necessary information from Kairos to consider all the audit items closed. To date, the staff have not identified any additional information needs from Kairos in order to complete the environmental review.
