U.S. NUCLEAR REGULATORY COMMISSION STAFF COMMENTS ON U.S. ARMY CORPS OF ENGINEERS DRAFT WORK PLANS FOR SHALLOW LAND DISPOSAL AREA, PARKS TOWNSHIP, PENNSYLVANIA, DOCKET 07003085.
Dear Mr. Herald:
By letter dated December 3, 2020, the U.S. Army Corps of Engineers (USACE), provided draft work plans for the Shallow Land Disposal Area (SLDA) in Parks Township, PA to the U.S.
Nuclear Regulatory Commission (NRC). The draft work plans describe the approach USACE is considering for remedial activities at SLDA. Consistent with the site-specific Memorandum of Understanding on SLDA that was finalized on June 13, 2014, USACE provided the draft work plans for NRC review and comment.
The NRC staff has completed its review of the draft work plans and has identified comments for the USACEs consideration. The NRC staffs comments are focused on aspects of the work plans that relate to criticality safety, material control and accounting, physical security, final status surveys, and site operations. Given that the work plans are interrelated, the USACE should consider how changes in one plan may affect other plans. The NRC staffs comments are provided in the enclosure to this letter.
The NRC staff is available to clarify its comments, if necessary. The NRC staff looks forward to working with USACE on remedial activities at SLDA.
The Enclosure contains sensitive security-related information. Accordingly, it is marked as Official Use Only and is withheld from public disclosure. When separated from the sensitive enclosure, this letter is decontrolled and publicly available in accordance with 10 CFR Section 2.390 of the NRCs "Agency Rules of Practice and Procedure."
