OF AUGUST 2, 3, AND 4, 2021, PUBLIC MEETINGS WITH HOLTEC INTERNATIONAL TO DISCUSS PROPOSED RESPONSES TO NRC STAFFS SECOND REQUESTS FOR ADDITIONAL INFORMATION FOR THE REVIEW OF THE LICENSE APPLICATION FOR THE PROPOSED HI-STORE CONSOLIDATED INTERIM STORAGE FACILITY AT LEA COUNTY, NEW MEXICO On August 2, 3, and 4, 2021, staff from the Division of Fuel Management held three separate public meetings with representatives from Holtec International (Holtec), held virtually through the U.S. Nuclear Regulatory Commissions (NRCs) Microsoft Teams platform. The purpose of the three meetings was to discuss Holtecs proposed responses to NRC staffs second request for additional information (RAI), issued on May 20, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21124A308), in connection with its safety review of the license application for the HI-STORE Consolidated Interim Storage Facility (CISF).

No regulatory decisions were made nor requested during these meetings.

Summary of August 2, 2021 Public Meeting:

During the August 2, 2021, meeting, NRC staff and Holtec discussed the proposed responses to NRCs second RAIs, specifically those related to Chapters 3, 6, 7, and 9 of the safety analysis report (SAR) for the HI-STORE CISF. These SAR chapters discuss the Site Operations Evaluation, Thermal Evaluation, Shielding Evaluation, and Confinement Evaluation for the proposed HI-STORE CISF. Portions of this meeting were closed to discuss proprietary information.

During the open portion of the meeting, Holtec made a presentation (ADAMS Accession No. ML21214A079) discussing their proposed plan to respond and address each RAI for these chapters. NRC staff provided feedback and asked questions about the proposed responses, as necessary. Before adjourning, NRC staff reminded Holtec that the completion of NRCs safety CONTACT: Jose R. Following the business portion of the meeting, NRC staff provided an opportunity to offer public comments and for questions to NRC staff. During this question and answer period, several members of the public asked numerous questions and made comments. The questions made by the public sought clarification regarding the scope of NRCs staff review of the CISF application, specifically in the areas of aging management, the evaluation of man-made and natural hazards, facility design and operations, transportation requirements, and general inquiries about NRCs statutory responsibilities.

Summary of the August 3, 2021 Public Meeting:

During the August 3, 2021, meeting, NRC staff and Holtec discussed the proposed responses to NRCs second RAIs, specifically those related to Chapters 2 of the SAR for the HI-STORE CISF. This SAR chapter discusses the Site Characterization Evaluation for the proposed HI-STORE CISF. The entire meeting was open to the public.

During the meeting, Holtec made a presentation (ADAMS Accession No. ML21215A085) discussing their proposed plan to respond and address each RAI for this chapter. NRC staff provided feedback and asked questions about the proposed responses, as necessary. Before adjourning, NRC staff reminded Holtec that the completion of NRCs safety review requires timely and high-quality responses to the NRC staffs questions and emphasized the importance of high-quality RAI responses.

During the August 4, 2021, meeting, NRC staff and Holtec discussed the proposed responses to NRCs second RAIs, specifically those related to Chapters 5 of the SAR for the HI-STORE CISF. This SAR chapter discusses the Structural and Installation Evaluation for the proposed HI-STORE CISF. The entire meeting was open to the public.

During the meeting, Holtec made a presentation (ADAMS Accession No. ML21216A063) discussing their proposed plan to respond and address each RAI for this chapter. NRC staff provided feedback and asked questions about the proposed responses, as necessary. Before adjourning, NRC staff reminded Holtec that the completion of NRCs safety review requires timely and high-quality responses to the NRC staffs questions and emphasized the importance of high-quality RAI responses.
