UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 May 24, 2018 MEMORANDUM TO: Cinthya Román, Chief Environmental Review Branch Division of Fuel Cycle Safety, Safeguards, and Environmental Review Office of Nuclear Material Safety and Safeguards FROM:

SUBJECT:
SUMMARY
OF APRIL 25, APRIL 30, MAY 1 AND MAY 3, 2018 PUBLIC SCOPING MEETINGS FOR HOLTEC INTERNATIONALS PROPOSED CONSOLIDATED INTERIM STORAGE FACILITY, LEA COUNTY, NEW MEXICO (DOCKET NUMBER 72-1051)
The U.S. Nuclear Regulatory Commission (NRC) staff conducted four public scoping meetings related to the staffs environmental review of a license application from Holtec International (Holtec) to construct and operate a consolidated interim storage facility (CISF) for spent nuclear fuel in Lea County, New Mexico. The public scoping meetings were held on Wednesday, April 25, 2018 at the NRC Headquarters in Rockville, Maryland; Monday, April 30, 2018 at the Eastern New Mexico University in Roswell, New Mexico; Tuesday, May 1, 2018 at the Lea County Event Center, in Hobbs, New Mexico; and on Thursday, May 3, 2018 at the Eddy County Fire Service in Carlsbad, New Mexico. The purpose of the meetings was to provide the public with an opportunity to participate in the environmental scoping process by providing comments on any issues the public thought the NRC staff should consider while preparing an environmental impact statement (EIS) for the CISF application.
Each meeting began with a formal presentation given by the NRC staff that addressed the purpose of the meetings, NRCs regulatory mission and responsibilities, the safety and environmental review process, and the EIS schedule. After the staffs presentation, there was a question and answer period, and then members of the public were invited to provide comments on the scope of the EIS.
The meetings in New Mexico were preceded by an informal open house. During the open house, the staff provided displays and brochures and met with members of the public to answer questions about the Holtec CISF application. In an effort to reach a nationwide audience, the NRC staff transmitted the April 25, 2018 meeting via web cast and provided a moderated telephone line to allow members that could not attend the meetings in person provide oral scoping comments.

C. Roman Approximately 45 people attended the meeting in Rockville, MD, approximately 105 people attended the meeting in Roswell, approximately 150 people attended the meeting in Hobbs, and 120 people attended the meeting in Carlsbad. The participants included members of the NRC staff, members of the public, Holtec representatives, state and local government officials, members of public advocacy organizations, and the news media. Public comments were mainly focused on:
effects to nearby industries, contamination of water resources, transportation risks, integrity/robustness of the casks, socioeconomics benefits and burdens, environmental justice, "de facto" final repository concerns, and cumulative impacts.
A list of attendees for the four scoping meetings is provided in Enclosure 1. Enclosures 2 through 5 contain the meeting transcripts for the four scoping meetings. Enclosure 6 is a copy of the NRC staffs meeting slides. The public meeting notice for each meeting is available on the NRCs public meeting web page at https://www.nrc.gov/pmns/mtg. The official corrected transcripts for the four meetings are available through the NRCs Agencywide Documents Access and Management Systems (ADAMS) accessible at http://www.nrc.gov/reading-rm/adams.html on the NRC website. Persons who do not have access to ADAMS, or who encounter problems in accessing the documents located in ADAMS, should contact the NRCs Public Document Room reference staff at 1-800-397-4737 or by e-mail at pdr@nrc.gov.
The NRC staffs presentations and transcripts for the meetings are also available on the NRCs public web page for its review of the Holtec license application at https://www.nrc.gov/waste/spent-fuel-storage/cis/holtec-international.html. Additionally, on May 2, 2018, the staff conducted a site visit to the proposed site, in accordance with NRCs policy for closed meetings in Management Directive 3.5 attendance at NRC Staff sponsored meetings. A summary of the site visit and government to government meeting will be submitted.
