OF MAY 21 AND MAY 22, 2018 PUBLIC SCOPING MEETINGS FOR HOLTEC INTERNATIONALS PROPOSED CONSOLIDATED INTERIM STORAGE FACILITY, LEA COUNTY, NEW MEXICO (DOCKET NUMBER: 72-1051)
The U.S. Nuclear Regulatory Commission (NRC) staff conducted two additional public scoping meetings related to the staffs environmental review of a license application from Holtec International (Holtec) to construct and operate a consolidated interim storage facility (CISF) for spent nuclear fuel in Lea County, New Mexico. The original public scoping meetings were held on Wednesday, April 25, 2018 at the NRC Headquarters in Rockville, Maryland; Monday, April 30th at the Eastern New Mexico University in Roswell, New Mexico; Tuesday, May 1st at the Lea County Event Center, in Hobbs, New Mexico; and on Thursday, May 3rd at the Eddy County Fire Service in Carlsbad, New Mexico. Two additional scoping meetings were held at the request of stakeholders. These additional public scoping meetings were held on Monday, May 21st at the Gallup Downtown Conference Center in Gallup, New Mexico and Tuesday, May 22nd at the Crowne Plaza hotel in Albuquerque, New Mexico. The purpose of the meetings was to provide the public with an opportunity to participate in the environmental scoping process by providing comments on any issues the public thought the NRC staff should consider while preparing an environmental impact statement (EIS) for the CISF application.
Each meeting began with a formal presentation given by the NRC staff that addressed the purpose of the meetings, NRCs regulatory mission and responsibilities, the safety and environmental review process, and the EIS schedule. After the staffs presentation, members of the public were invited to provide comments on the scope of the EIS.
The meetings were preceded by an informal open house. During the open house, the staff provided displays and brochures and met with members of the public to answer questions about the Holtec CISF application. C. Román 2 approximately 155 people attended the meeting in Albuquerque. The participants included members of the NRC staff, members of the public, Holtec representatives, state and local government officials, members of public advocacy organizations, and the news media. Public comments were mainly focused on:
- history of uranium recovery activities,
- effects to nearby industries,
- contamination of water resources,
- transportation risks,
- integrity/robustness of the casks,
- health impacts,
- financial assurance,
- "de facto" final repository concerns, and
- cumulative impacts.
A list of attendees for the four scoping meetings is provided in Enclosure 1. Enclosures 2 and 3 contain the meeting transcripts for the two scoping meetings. Enclosure 4 is a copy of the NRC staffs meeting slides. The public meeting notice for each meeting is available on the NRCs public meeting web page at https://www.nrc.gov/pmns/mtg.
