OF JUNE 19, 2018, PUBLIC MEETING WITH HOLTEC INTERNATIONAL TO DISCUSS HOLTECS MAY 24, 2018, RESPONSE TO NRC STAFFS MARCH 28, 2018, REQUESTS FOR ADDITIONAL INFORMATION FOR THE REVIEW OF THE LICENSE APPLICATION FOR THE PROPOSED HI-STORE CONSOLIDATED INTERIM STORAGE FACILITY AT LEA COUNTY, NEW MEXICO.

On June 19, 2018, staff from the Division of Spent Fuel Management held a public meeting with representatives from Holtec International (Holtec), at the U.S. Nuclear Regulatory Commission (NRC) Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss Holtecs May 24, 2018, responses to NRC staffs request for additional information (RAI), issued on March 28, 2018, in connection with its review of the license application for the HI-STORE Consolidated Interim Storage (CIS) Facility. NRC staff requested the meeting to discuss issues identified in Holtecs response to the staffs RAI related to aircraft hazards for the proposed HI-STORE CIS facility, and to discuss their proposed schedule for the submission of revised responses. No regulatory decisions were made nor requested at this meeting.

During the meeting, NRC staff made a presentation (enclosed) discussing the specific issues that it identified with Holtecs May 24, 2018, response to RAI 2-1. In its March 28, 2018, RAI, NRC staff requested that Holtec provide an assessment of any potential aircraft hazards at the proposed site. Holtec submitted its responses to the RAI on May 24, 2018. The NRC identified several issues with Holtecs response, outlined in the enclosed presentation slides. During the meeting, NRC staff provided a detailed discussion of these issues, and provided additional guidance to Holtec for addressing these in a revised response. NRC staff reminded Holtec that a timely completion of NRCs safety review requires timely and high-quality responses to the NRC staffs questions, and emphasized to Holtec the importance of early engagement and communication with NRC staff in its preparation of RAI responses.

M. Layton 2 After the business portion of the meeting, several members of the public participating by phone asked questions and provided comments to NRC staff. The questions made by the public sought clarification regarding the public availability of the RAI responses. Other questions from the public sought clarification about the information that Holtec will provide in connection with its revised assessment of aircraft hazards. Other members of the public sought additional information about the guidance that NRC staff uses to evaluate Holtecs aircraft hazards assessments. Several members of the public made statements and comments to NRC staff about their concerns and opposition to Holtecs plans to license the proposed facility. NRC staff acknowledged that the proposed responses had not yet been made publicly available in its public website, and committed to expediting the public release of the responses and associated references.
