Email Summary to Close Out the November 5, 2021 GLE SEAD 3 Guidance Request (ML21312A039)

Pat, The NRC staff reviewed Global Laser Enrichments document dated November 5, 2021, Proposal for NRC Personnel Security Reporting Requirements (ADAMS Accession No. ML21312A039). During a clarification call with you on November 17, 2021 the NRC staff provided the following information and responses to questions.
  • SEAD 3 reporting requirements apply to individuals that have security clearances and does not extend to GLE.
  • The GLE Facility Security Officer is responsible to inform their staff of the SEAD 3 requirements.
  • Regarding the reporting of ongoing routine interactions with foreign nationals that work on site, the NRC staff clarified that:

o routine interactions only need to be reported one time, either on the security clearance or through a one-time notification to the NRC, unless the relationship changes.

o every occurrence where an individual votes in a foreign election needs to be reported.

o routine interactions do not need to be reported, but new contacts need one-time notification.

  • Only Government employees traveling on agency issued travel orders are considered official travel; licensee travel is considered unofficial travel.
  • Reports should be sent to the NRC via email to PSBReporting.Resource@nrc.gov.
  • The email notifications will be replaced by an online portal for submitting SEAD 3 reports to NRC. This system is under development and will be available by the end of March 2022. The NRC will notify licensees' Facility Security Officer once the new portal is ready for use.

GLE stated they would use the information provided in the call to update their internal guidance for their staff. The feedback from the call resolved GLEs question on the issue, and they do not need any additional response to their November 5, 2021 document. This email closes work on this review conducted under Enterprise Project Identification Number (EPID) L-2021-LLL-0023.
