REMOTE SHUTDOWN SURVEILLANCES AND LIMITING CONDITIONS FOR OPERATION Gentlemen:

In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes changes to the Hatch Units 1 and 2 Technical Specifications, Appendix A to Operating Licenses NPF-5 and DPR-57.

The following three areas of Technical Specifications changes are proposed:

i

1. Revision of the Unit 1 and Unit 2 Tables of Contents. This change is purely administrative in nature.
2. Incorporation of Limiting Conditions for Operation (LCOs) and.

surveillances relative to the Unit 1 Remote Shutdown Panel  !

instrumentation.

3. Incorporation of additional LCOs and surveillances relative to the Remote Shutdown Panels for Unit 1 and Unit 2. This change is submitted to fulfill GPC cormnitments related to 10 CFR 50.48 and 10 CFR 50, Appendix R.

Enclosure 1 provides detailed descriptions of the proposed changes and the bases for the changes.

The proposed changed Technical Specifications pages follow Enclosure 3.

Payment of the filing fee in the amount of one hundred and fifty dollars is enclosed.

In order to allow time for procedure revision and orderly incorpora-tion into copies of the Technical Specifications, we request that the proposed amendment, once approved by the NRC, be issued with an effective date to be no later than 60 days from the issuance of the amendment.

Pursuant to the requirements of 10 CFR 50.91, a copy of this letter and all applicable enclosures will be sent to Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources.

Mr. J. P. O'Reilly states that he is Senior Vice President of Georgia Power Company and is authorized to execute this oath on behalf of Georgia Power Company, and that to the best of his knowledge and belief, the facts set forth in this letter and enclosures are true.

REMOTE SHUTDOWN SURVEILLANCES AND LIMITING CONDITIONS FOR OPERATION BASES FOR CHANGE REQUEST Proposed Change One would modify the Table of Contents of both the Unit 1 and Unit 2 Technical Specifications to resolve inconsistencies presently existing between the Tables of Contents and the infonnation contained within the text portions of the Technical Specifications. Proposed Change One is purely administrative in nature and does not represent any change to the design, operation, or safety of the plant.

Proposed Change Two would specify operability, and check and calibration frequency requirements for the Unit 1 Remote Shutdown Panel instrumentation. The specified requirements for Unit 1 are similar to those presently existing for Unit 2. These requirements assure that the Unit 1 instrumentation is operable and that appropriate actions are taken in the event that the instrumentation becomes inoperable.

Proposed Change Three would revise the Unit 1 and Unit 2 Technical Specifications to incorporate additional Limiting Conditions for Operation (LCOs) and surveillances relative to the Remote Shutdown Panel. This change is submitted per GPC's commitment to add additional surveillances as a result of the NRC's review of our July 18, 1982, submittal . The thrust of Proposed Change Three is to ensure that the Remote Shutdown Panel will accomplish its intended safety function, when required, by adding surveillance and adding equipment functional testing. The surveillances, associated LCOs, and Action statements are identical to those associated with the Remote Shutdown Panel instrumentation; hence, assurance is provided that the Remote Shutdown System will achieve its safety function when required.

EDWIN I. HATCH NUCLEAR PLANT UNITS 1 AND 2 REQUEST TO REVISE TECHNICAL SPECIFICATIONS:

REMOTE SHUTDOWN SURVEILLANCES AND LIMITING CONDITIONS FOR OPERATION 10 CFR 50.92 EVALUATION Pursuant to 10 CFR 50.92, Georgia Power Company has evaluated the attached proposed amendment for Pl ant Hatch Units 1 and 2 and has determined that its adoption would not involve a significant hazards consideration. The bases for this determination are as follows:

Proposed Change 1:

This proposed change would revise the Unit 1 and Unit 2 . Technical Specifications Tables of Contents to accurately reflect the contents of the Technical Specifications.

Basis for Proposed Change 1:

This proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated, because no accident analysis is affected by the change.

This proposed change does not create the possibility of a new or di fferent kind of accident from any accident previously evaluated, because no accident analysis is affected by the change.

This proposed change does not involve a significant reduction in a margin of safety, because the change is editorial in nature and does not alter the intent of the Technical Specifications.

This change is consistent with item (i) of " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations,"

listed on page 14,870 of the Federal Register, dated April 6,1983. The propcsed change provides for administrative clarification to the Techr.ical Specifications and, thus, clearly falls under Item (1).

This proposed change would provide operability and surveillance l requirements for the Unit 1 Remote Shutdown instrumentation. The requirements are extracted from the Unit 2 Technical Specifications.

REMOTE SHUTDOWN SURVEILLANCES AND LIMITING CONDITIONS FOR OPERATION 10 CFR 50.92 EVALUATION Basis for Proposed Change 2:

This' proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated, because no accident analysis is affected by the change. The change consists of adding surveillances and functional checks to the Unit 1 Technical Specifications increasing the assurance that the instrumentation will be available when needed.

This proposed change does provide additional requirements not presently included in the Technical Specifications.

This proposed change does not result in any new types of accidents, since no new modes of plant operation are involved.

This proposed change does not involve a significant reduction in a margin of safety. Margins of safety are unaffected by this change.

This change constitutes an additional limitation, restriction, or control not presently included in the Technical Specifications. Therefore, this change is consistent with Item -(11) of " Examples of Amendments that are Considered Not Likely to Involve Significant Hazards Considerations,"

page 14,870 of the Federal Register, dated April 6,1983.

i Proposed Change 3:

This proposed change would add to the Unit 1 and Unit 2 Technical Specifications the following surveillances and associated Limiting Conditions for Operation relative to the Remote Shutdown Panels: 2

- Required functior.al testing of equipment which is controlled from the panel.

Verification that control can be transferred from the Main Control Room to the Remote Shutdown Panel and from the Remote Shutdown

Panel to the Main Control Room.

Basis for Proposed Change 3:

This proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated. By adding the additional requirements a higher degree of assurance that the equipment will operate as designed is achieved.
