USER NEED FOR REVAllDATION OF NUREG-0170 GENERIC ENVIRONMENTAL ANALYSES OF TRANSPORTATION The' Nuclear Regulatory Commission's " Final Environmental Statement on the Transportation of Radioactive Material by Air and Other Modes," NUREG-0170, dated December 1977, is NRC's generic environmental impact statement (EIS),
covering all types of radioactive material transportation by all uodes (road, rail, air, and water). This EIS provides the regulatory basis for issuance of the general license for shipment of NRC certified packages in 10 CFR 71.12.
Due to recent changes in industry and government spent-fdel management strategies, the applicability of the EIS assumptions and conclusions to these shipments si.ould be evaluated. In particular, new spent fuel shipment scenarios are envisioned that were not considered when NUREG-0170 was prepared, including dual-purpose and multi-purpose canisters (MPCs).
The Office of Nuclear Material Safety and Eafeguards (NMSS) has received several applications for dual-purpo2e (storage and transport) spent fuel casks, and we expect additional applications in the near toture. NHSS considers that it is now appropriate to review and revalidate, if possible, the conclusions of the EIS with respect to spent fuel shipments. The Office of the General Counsel has indicated that the extent to which the existing EIS analyses will bound anticipated spent fuel transportation activities is better addressed in a timely manner, and if possible, prior to cask certification.
NMSS requests the Office of Nuclear Regulatory Research's assistance to determine whether the transportation impacts in NUREG-0170 bound those associated with anticipated spent fuel transportation activities. The specific technical issues which should be considered include, at a minimum, the use of larger capacity packages designed for storage and transport, ,
including MPC-type containers, and the )otential non-radiological and radiological impacts of use of such paccages; shipment of older, cooler spent fuel; and shipments to and from a centralized facility. The product of this effort should be a report discussing the extent of applicability (or lack thereof) of NUREG-0170 to anticipated transport of spent fuel. The results of the report will be used to determine the need for any further NRC action.
