Dear Mr. Denham:
This letter is to request a proposal for perfomance of additional work under Job Code J5160 for the Nuclear Regulatory Commission, Office of Nuclear Material Safety and Safeguards. The enclosed statement of work (S0W) details the required work and should be used as the basis for proposal preparation.
Cost Proposal Please submit a Cost Proposal for the additional work.
Also submit a spending plan as part of your cost proposal. Guidance for completion of the plan is contained in the instructions portion of the NRC form 189.
Technical Proposal Content As a minimum, the technical proposal must contain the following:
. A discussion to substantiate the laboratory's understanding of the scope of work.
- A discussion of the laboratory's technical approach to meet the project's objective.
- A discussion of the experience and capabilities of key personnel and the laboratory in perfoming similar work.
- Identification of key personnel and the number of staff hours that will be committed to completion of work. Resumes for key personnel must be included.
- Identification of administrative support personnel and/or facilities needed to assist professional personnel in completing work.
- A discussion of any potential organizational conflict-of-interest issues.

EurR21t1 The purpose of this modification is to include those materials addressed in the Senate 104 and House 1270 Bills in the risk estimates for the anticipated spents fuel shipments.
Work to be nerformed:
In addition to the estimation of risks associated with the transportation of commercial spent fuel, the contractor shall also estimate the risks associated with the transportation of spent fuel from foreign and domestic research reactors, and the transportation of spent fuel and high level radioactive waste from atomic energy defense activities, including the following functions:
- Naval reactors development
- Waapons activities including defense inertial confinement fusion
- Verification and control technology
- Defense nuclear materials production
- Defense nuclear waste and materials byproducts management
- Defense nuclear materials security and safegt',rds and security investigations
- Defense research and development For the purposes of this study, High-Level Radioactive Waste means:
a the highly radioactive material resulting fom the reprocessing of spent nuclear fuel, including liquid waste produced directly in reprocessing and any solid material derived from such liquid waste that contains fission products in sufficient concentrations
- the highly radioactive material resulting from atomic energy defense activities
- other highly radioactive material that the Commission determines by rule requires permanent isolation Futher, the contractor shall include the Nevada Test Site in transportation risk estimates.
Because atomic energy defense activities are usually classified, information concerning transportation of spent fuel and high level radioactive waste of these activities may not be readily available. The contractor should conduct a review to see what types of atomic energy defense information that are available. A scoping report shall be sabeitted after the initial review is performed. This report shall justify / recommend the types of atomic energy defense information to be included in the risk estimates and the costs for incorporating these information in,the risk estimates. At time of scoping i
P report, the contractor shall also prepara a detailed schedule and commit to dates for completing the review.
Deliverables:
The contractor shall submit a scoping report after the initial review.
Otherwise, the additional materials and location shall be incorporated in all tasks of all phases of the study, as appropriate.

Level of Efferli The estimated level of effort for the additional work is approximately one staff year which included one staff month for the initial review.
