SUBJECT:
REVAllDATION OF NUREG-0170 FOR SPENT FUEL SHIPMENTS I am responding to your memorandum dated July 3, 1996. In it you identified, and provided recomendations on the critical f actors that should be considered in our upcoming revalidation of the generic environmental impact statement (NUREG-0170), regarding shipment of spent fuel.
We share your basic view that the anticip d ed transportation of greater quantities of fuel than that contemplated in NUREG-0170 should be compensated for by the fuel being much older and cooler than the 150-day old fuel considered in NUREG-0170. We also agree that external radiation levels are a particularly important criterion in the assessment of radiological risk under routine transportation condit'ons.
We believe it is necessary to quantify the changes in .these, and other factors that have occurred since NUREG-0170 was prepared, and determine the impact of the differences, using the latest analytical models and tools to confira our judgment on these matters. Your memorandum is particularly timely in this regard, as we are presently completing the " Statement of Work" for technical assistance on the revalidation, and the critical parameters you identified will be addressed as part of this effort.
The revalidation will take a few years to complete; we would be pleased to apprise you or a member of your staff on its progress.
