Raddatz DOCKET TAC 10 Backaround Holtec International has submitted an application for a Certificate of Com311ance under 10 CFR Part 72. Subpart L-Approval of Spent Fuel Storage Casts for their Hi STAR spent fuel storage cask which is also suitable for use to transport spent fuel under 10 CFR Part 71. In connection with the application. Holtec International (the applicant) submitted its TSAR to NRC for review and approval. This application will be reviewed in-house at NRC for both the Storage and Transportation Certificates.

2.0 Work Reouired This purpose of this task is to provide technical assistance to the NRC staff in its safety review of the applicant's TSAR's. The reviewers will provide technical assistance to the NRC review staff in the analysis of this application which will result in the issuance of both a Storage and Transportation Certificate. In addition to assisting the NRC as needed the reviewers will perform an independent confirmatory review of the applicants thermal analysis of the Hi Star /Hi-Storm cask system.

2.1 Sta f fina The principal investigators represent the tecnnical expertise provided by the contractor and provide technical continuity during the entire review process.

They should have professional credentials in the technical areas assigned to them that will qualify them as expert witnesses for testifying at public hearings. They should have a clear understanding of the depth of review generally required and be willing to assist and guide new NRC reviewers in the methods used in performance of that review.

In areas that can be best accomplished by less experienced personnel, the principal investigators may act as overseer, providing contractor quality control to task activities.

The reviewers who aerform the actual work shall provide detailed technical records of the metlods used to evaluate all aspects of their areas of responsibility. Upon completion of an evaluation. the reviewer or responsible principal investigator will distill this record to suitable documentation for inclusion in NRC reports.

2.2 Scone The requirements of 10 CFR Part 71 and Part 72 will dictate the overall scope of the safety review. Specifically, the major areas of review for which LLNL will maintain primary responsibility will be the thermal evaluation. Other areas in which LLNL assistance may be required include: principal design criteria: structural evaluation: shielding evaluation: cr" Mality evaluation:

confinement evaluation; operating procedures: acceptance c e ria and maintenance program; radiation protection: accident and analp : . operating control and limits. The review of quality assurance will be conducted in-house by NRC staff. The review for the acceptance for cask transportation will be conducted in house by NRC staff in accordance with 10 CFR Part 71. In certain areas, the review of Part 71 and Part 72 will overlap. NRC Regulatory Guides implementing 10 CFR Part 71 and 72 requirements and criteria should be used as guidance to conduct the safety review.

In addition to the above task, the reviewer should assist in answering technical comments derived from the general public in the process of Rulemaking for cask certification. The reviewer should also assist in resolving technical comments for NRC's generic review group.

The scope of this task does not include any participation in a public hearing nor any additional review that could evolve from such participation.

2.3 Schedule The following schedule is based on estimates of time intervals to accomplisn milestones in the review process.

16. Publish Final SER and issuance of C of C 1 month Discrete areas within task activities should be treated on the individual reviewer level. If a discrete area of review is satisfied by the initial submittal from the applicant. its final evaluation and documentation should be l-completed in the early stages of the review and should not wait for the review steps required for a more diffitult area.

3.0 Task Reoorts Two types of reports are required: reports on the review and monthly repo" identifying the overall progress of the task. For the review the Contractc.-

shall provide details of the review method, requests for information in a for.n suitable to be transmitted to the applicant. and documentation summari21rg the evaluation and findings suitable to be included in NRC reports. The last of these shall be submitted in draft and final form (that is, the draft chapters for inclusion in the SER and draft and final the Certificate of Compliance).

Monthly reports shall be submitted in accordance with the terms and conditions of the basic interagency agreement.

4.0 Travel It is expected that there will be four coordination meetings between the Contractor and NRC staff throughout the duration of the task. Meeting will be held either at the contractor location or at NRC headquarters in Rockville.

Maryland at the NRC's discretion.

If during the review process an area of review requires technical discussions between the Contractcr and the applicant, the Contractor may be requested to attend meetings with the applicant. It is anticipated this could involve 3-4 meetings either at the applicant 3 site in New Jersey or at NRC's offices in Rockville. Maryland.

5.0 NRC Furnished Materials The NRC will furnish the Contractor copies of documents under the appropriate docket.
