This lettor 45 to request a preliminary proposai for perfernance of the modification to Job Code J5160 " Revalidation of NUREG-0170, Spent Fuel Shipment Risk Estimates" for the Nuclear Regulatory Commission. Office of Nuclear Material Safety and Safeguards. The enclosed modification details the required work and should be used as the basis for proposal preparation.
Cost Proposal
'ne task order proposal should contain the cost information as is required on the NRC Fonn 189, " DOE Laboratory Project and Cost Proposal for NRC Work."
A spending plan should also be submitted as part of your cost prcposal.
Guidance for completion of the plan is contained in the instructions portion of the NRC form 189.
Technical Proposal Content As a minimum the technical proposal must contain the following:
a) A discussion to substantiate the laboratory's understanding of the scope of work, b) A discussion of the laboratory's technical approach to meet the project's objective, c) A discussion of the experience and capabilities of key personnel and the laboratory in performing similar work, h

The program plan for the " Revalidation of NUREG 0170 Spent fuel Shipment Risk-Estimates * [under contract to Sandia National Laboratory (SNL)] for anticipated trt.nsportation to storage and disposal facilities requires that characteristic data for the routes over which these shipments might take place be developed. This data is usually developed by performing HIGHWAY code calculations for truck routes, and INTERLINE code calculations for rail route:
the results cre then used as input for the RADTRAN transportation risk assessment code, Because there are a great many possible routes from operating reactor sites to the set of possible interim and permanent, repository locations the revalidation program specified that the characteristics of these routes would be developed from histograms of route data drawn from previous studies, principally from (Argonne National Laboratory's) ANL's Multi-Purpose Canister Environmental Impact Statement ANL has now stated that the HIGHWAY and INTERLINE data used in that study can not be provided to SNL, Therefore, SNL must develop the needed data by combining route data developed for prior SNL transportation risk studies with new route data developed by performing HIGHWAY and INTERLINE calculations.
Commercial power reactors are presently operating at 73 different sites in the continental United States,uThe location of storage or disysal facilities.

Work to be nerformed:
To characterize full range of possible spent fuel shipment road and rail routes, the contractor shall select multiple geographical locations for i storage and disposal facilities so as to represent the majority of the domestic the road ed rail system, it is estimated that several hundred route l
calculations must be performed, The output of these calculations shall be combined with the route data available from prior SNL tr4nsportation risk studies. The combined data shall also be used to develop histograms of route characteristics (route lengths: urban, suburban, and rural route fractions, population dens' ties, and accident rates). Deliverables:
The input data derived from this task shall be used-in RADTRAN calculations performed for this contract. A detailed description of results of this data analysis-shall be included as an attachrr mt to the Monthly Letter Status i Report for the revalidation program.
