SEABROOK STATION UNIT 1 OPERATING LICENSE STATUS 1

We have concluded, as stated in our memorandum dated April 23, 1986 to Vince I Noonan, D/PD-5, that the Seabrook Station emergency plan provides an adequate planning basis for an acceptable state of onsite emergency preparedness, and meets the requirements of 10 CFR 50 and Appendix E thereto for issuance of a license authorizing fuel loading and operation up to 5% of rated power.

We have the following comment regarding the Seabrook unresolved licensing issues listed in your memorandum of June 6,1985: Item 13.3.2.0, Post Implementation j Appraisal of ERFs, should not be listed as an open item. The ERF appraisal i will be performed, in accordance with Supplement I to NUREG-0737, on a schedule to be determined between the applicant and the NRC and is not required to be completed prior to licensing.

Regarding the license authorizing fuel loading and operation up to 5% of rated )

power enclosed with your memorandum, we find it satisfactory with respect to ]

emergency preparedness and concur in its issuance. Region I will verify that  !

all emergency planning inspection requirements necessary for licensing have been satisfactorily completed.
