Subject: Inspection No. 50-219/87-12

i A special safety inspection of your radioactive wasto preparation, packaging

and shipping program was conducted by Mr. H. Bicehouse of this office on April

22-24, and 27, 1987. Our findings were discussed with Mr. J. Barton and

others of your staff at the conclusion of the inspection on April 27, 1987.

Areas of your radioactive waste program examined during this inspection are

described in the NRC Region ! Inspection Report which is enclosed with this

letter. Within these areas, the inspection consisted of selective

. examinations of procedures and representative records, interviews with

j personnel and observations made by the inspector.

We have reviewed the actions taken to correct the violation brought to your

attention in the enclosure to our letter, dated September 11, 1985. The

correctivo actions provided in your Intter, dated October 17, 1985, appear to

be adequate to prevent recurrence.

Based on the results of this inspection, it appears that cortain of your

i activities were not conducted in full compliance with NRC requirements, as set

! forth in the Notice of Violation enclosed with this letter as Appendix A. The

violation has been categorized by severity level in accordance with the NRC

Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register

Notice (50 FR 47718) dated November 20, 1985 and offectivo February 18, 1986.

You are required to respond to this letter and in preparing your response, you

'

should follow the instructions in Appendix A.

) The response directed by this letter and the accompanying Notice are not

subject to the clearance procedures of tho Of fice of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
