License No. SNM-7, Docket No. 070-00008 Battelle Memorial Institute Columbus Operations (BCO) is requesting an amendment to the Authorized Places of Use, Section 9.A. of Materials License SNM-7 to delete Buildings KA-B, 1,9,11,13, and 19 (except Shipping / Receiving) as authorized areas. These deletions are reflective of a BCO goal to reduce our radiological liability through decommissioning and-administrative controls. Supporting information for each of these buildings is contained in the following sections.

Buildine KA-B Building KA-B is the BCO auditorium. No radioactive materials were ever introduced into the building. In addition, there are no reasonable routes for cross-contamination from other buildings. No radiological surveys were deemed necessary. This area meets the criteria for unrestricted use.

Buildine KA-1 Building KA-1 was decommissioned by the Battelle Columbus Laboratories Decommissioning Project (BCLDP) earlier this year in accordance with the NRC-approved Decommissioning Plan. Final status surveys were completed and the report previously submitted to you.

Independent surveys were performed by ORISE the independent verification contractor (IVC) and your office. The IVC report is contained in Attachment A. As a result of your surveys, further decommissioning activities were conducted as previously agreed to in the inspection closeout. The results of these activities are contained in Attachment B. The work performed by the .BCLDP and subsequent surveys demonstrate that the building meets the criteria for .

Buildine KA-9 Building KA-9 is a building utilized to perform general and mechanical engineering pilot tests and other experiments. Several rooms were suspected to contain residual radioactive material and subsequently were incorporated into the Battelle Columbus Laboratories Decommissioning Project (BCLDP). The suspect areas were characterized, remediated, and released for unrestricted use by the BCLDP in 1993. The " Radiological Characterization and Final Status Report..." for these areas is included as Attachment C. All other areas of KA-9 were considered as non-baseline (i.e. non-suspect). These areas were also surveyed in accordance with the requirements of the BCLDP Decommissioning Plan. Included as Attachment D is the

" Final Status Report for Building KA-9 Non-Baseline Areas". These two attachments demonstrate that KA-9 meets the criteria for unrestricted use.

Buildine KA-11 Building KA-11 contains administrative offices for Battelle. No radioactive materials were ever introduced into the building. In addition, there are no reasonable routes for cross-contamination from other buildings. This area meets the criteria for unrestricted use.

Buildine KA-13 Building KA-13 contains administrative offices for Battelle. No radioactive materials were ever introduced into the building. Because of connections to .BCLDP work areas, the building was subjected to a limited characterization and final status survey. The survey report is contained in Attachment E. The report along with process knowledge demonstrate this area meets the criteria for unrestricted use.

Buildine KA-19 Building KA-19 is the Battelle Warehouse. As a result of a few instances of contaminated equipment being found in the warehouse the contents were surveyed followed by a facility survey. The Characterization and Final Status Report was previously transmitted to your office. The IVC has performed an independent (Type A) verification report that concluded the facility satisfies the requirements for unrestricted use. Their report is contained in Attachment F.

Because of Battelle's business needs the facility is currently being utilized as a warehouse and a Shipping / Receiving area. Battelle is requesting that area 19-001 of the building remain as an authorized area of use to receive and temporarily store radioactive material shipments. The remainder of the facility is to be considered outside the scope of authorized areas.

As a result of the progress of decommissioning activities and administrative controls the areas that should now remain authorized areas of use on the King Avenue Campus are Buildings KA-A,2,4,5,6,7,15 (garages) and the Shipping / Receiving area of KA-19. Decommissioning is I

( essentially completed in significant portions of these areas as well. Battelle anticipates another amendment request in mid-1998 to further reduce our radiological liabilities.

Fuel Pool Cleanup at West Jefferson Site

Reference:

License No. SNM-7, Docket No. 070-00008 Battelle Memorial Institute is pleased to inform you that Phase I of the West Jefferson North JN-1 Spent Fuel Pool Project has been completed. Phase I consisted of debris and pool water removal; its completion should alleviate any concerns for potential leakage during the remainder of site

. remediation. Phase II, the removal of the pool liner and final remediation of the pool enclosure, will be completed when funding becomes available and as it fits within project priorities and planning.

Prior to the start of work, engineering controls were evaluated and established to control airborne activity within the pool cavity. During 1996 and 1997, approximately 148,000 gallons of pool water were processed through a self-contained polishing / hold-up tank system, sampled and analyzed. Upon verification of radioanalytical results, the water was unconditionally released in accordance with BCLDP procedures and then evaporated in accordance with the provisions of 40 CFR 61 Subpart I and 10 CFR

'20.1302 through December 29,1996. On December 30,1996, the Environmental Protection Agency rescinded 40 CFR 61 subpart I; therefore, beginning December 30, 1997, evaporation was performed in accordance with 10 CFR 20.1302 and 10 CFR 20.1101(d). A cyclic plan was used to facilitate the pool 2

drain-down. For each processing cycle,1200 ft of pool wall surface area was decontaminated below the d water level; then approximately 9,000 gallons of water were removed for polishing. Debris was removed and the pool floor was vacuumed prior to the final cycle. The low-level residual contamination on the pool liner and pool cover was stabilized with ALARA paint. A pre-painting visual inspection of the pool liner verified that there was no indication ofleakage prior to the onset of Phase I work.

This project was completed in accordance with the provisions of 10 CFR 20 and the BCLDP Radiation Protection Plan during December,1997. Project planning assured minimum exposure to personnel; further, there were no incidents of unplanned exposures or skin contaminations.

l No survey data provided for this Building. Licensee assessinent indicates no probability of contamination to have existed in it.

l CONCLUSION:

Based on licensee's statements, past inspection and survey history, no further questions are I warranted regarding this Building. We have no objections to the licensee releasing this l building for unrestricted release.

Building KA-1 ORISE IVC report is contained in Attachment A The results of these activities (additional clean-up necessitated do to NRC findings) are contained in Attachment B l

SUMMARY

l In November 1996 and April 1997, the Environmental Survey and Site Assessment Program l performed verification surveys of Building KA-1 at the Battelle Memorial Institute, located at 505 King Avenue in Columbus, Ohio. Verification activities included document reviews, surface scans, surface activity measurements, exposure rate measurements, and soil sampling.

ESSAP's verification surface activity measurements identified one location on the west wall door of Room 100 I of the ground floor that was in excess of the maximum guideline. Battelle's j follow up surveys indicated that the elevated levels on the west wall door of Room I 00 I were l due to the buildup of radon and its progeny. The two areas that required additional measurements were within the guideline for average activity over a i mi surface area. All other total and removable surface activity levels were below the applicable DOE average and maximum guidelines for release for unrestricted use. All soil samples and exposure rate j measurements were less than guideline levels.

NRC and State of Ohio inspectors performed a scoping survey of this building in 1997. During 1 this survey inspectors identified a few spots of contamination. The licensee remediated these areas subsequently. NRC inspectors resurveyed some the areas during an April 9-10,1998 inspection and confirmed that the areas were acceptable for release. Also, during the April l

inspection inspectors determined that the licensee wcs storing ccr. tainers of soil removed from building 2. Therefore, the amendment request will authorize the release of Building 1, excluding the Foundry Floor until the soil has been removed and a scoping survey of the storage area has been performed and submitted for review.

CONCLUSION Building One is okay for unrestricted release (excluding the Foundry Floor). Licensee will need to provide a scoping survey report for this area after the Building 2 soil has been removed. ]

These criteria are described in Reference 1, Reference 3, and the BCLDP Decommissioning Plan. >

CONCLUSIONS:

Both the 1993 and 1991 surveys demonstrate that Battelle has done an adequate job demonstrating that this building is releasable.

Building KA-11 Licensee certified that this building not used for materials.

CONCLUSION:

Same comment as for Building B. No further action regarding this Building.

Building KA-13 i

The survey report is contained in Attachment E. The report along with process knowledge demonstrate this area meets the criteria for unrestricted use.

"It is ESSAP's opinion that Building KA-19 satisfies the requirements for release for unrestricted use. This opinion is based on the survey methods employed by Battelle and the results of the final status survey. However, there are some discrepancies in the report-that are addressed in Attachment A-which would require minor changes and would improve the thoroughness and technical quality of the document."

EXCLUDING 19-001 Because of Battelle's business needs the facility is currently being utilized as a warehouse and a Shipping / Receiving area. Battelle is requesting that area 19-001 of the building remain as an authorized area of use CONCLUSION:

Building is acceptable for unrestricted release.

FUTURE AREAS TO BE RELEASED:

As a result of the progress of decommissioning activities and administrative controls the areas that should now remain authorized areas of use on the King Avenue Campus are Buildings KA-A,2,4,5,6,7,15 (garages) and the Shipping / Receiving area of KA-19. Decommissioning is essentially completed in significant portions of these areas as well. Battelle anticipates another amendment request in mid-1998 to further reduce our radiological liabilities.
