' Background On May 4,1989, TUEC submitted an application for. license amendment to revise the ownership interest in the CPSES.
Discussion The request for the' revision reflects a transfer by the Tex-La Electric .
. Cooperative of Texas, Inc., of its 2-1/6 percent ownership interest in CPSES to TUEC, thereby increasing TUEC's ownership to 100 percent. Since the change is administrative, it is recommended that Condition 1 be revised as follows:

- Utilities Electric Company authorized herein takes place in 10 installments as set forth in the' agreement attached to the application for amendment dated March 25, 1988. At the completion thereof, Texas Municipal Power Agency is no longer a licensee.
Conclusion / Recommendation The staff concludes that the proposed change to the license will have no adverse 'effect on the public health and saiety or on the environment.
Approval of the amendment application is recommended.
