FACILITY: Comanche Peak Steam Electric Station (CPSES), Unit 1

SUBJECT:

SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED JULY 17, 1987, RE LICENSE EXTENSION, ADMINISTRATIVE CHANGES, AND REVISION OF CALIBRATION REQUIREMENTS BACKGROUliD l 1 On July 17, 1987, TUEC submitted an application for license amendment to l cxtend the expiration date of the license, modify position and engineering l group titles, and revise specifics concerning portable radiation survey instruments.

l DISCUSSION The recuest for extension of the license is based on the latest revised completion date (August 1, 1988) for the CPSES. Since the authorized activities remain the same, it is recommended that Condition 4 be revised as follows:

Condition 4 December 31, 1988, or upon conversion of Construction Permit No. CPPR-126 to an operating license, whichever is earlier.

The licensee requested modification of the position titles, Engineering Superintendent and Radiation Protection Engineer, in Conditions 11 and 12 and a modification of the group title, CPSES Reactor Engineering, in Condition 14.c.

Since the minimum technical qualifications for the positions and the function of the group remain the same, the staff recommends that Conditions 11, 12, and 14.c. be revised as follows:

Condition 11 The Manager, Technical Support, shall nave a B.S. degree in  ;

engineering, science, or equivalent and at least 8 years of '

power plant experience, I year of which shall be in nuclear power plants. l i

Condition 12 The Radiation Protection Manager shall have the minimum qualifications for e Radiation Protection Manager as specified  ;

in Regulatory Guide 1.8, Revision 1-R, September 1975,

" Personnel Selection and Training." He shall either have the  :

minimum 5 years' required professional experience in applied radiation protection or shall have a member on his staff who does have this experience.

l Condition 14.c A loading check shall be conducted by CPSES Results Engineering after each shipment of fuel is off-loaded into assigned storage locations.

The licensee also requested that Conditions 11 and 12 be deleted from the license since they are now specified in the CPSES FSAR. However, the FSAR is not incorporated into this license, and the staff believes that Ccnditions 11 ,

and 12 should remain. This point was discussed with Mr. Richard S. Berk (TVEC), l and he had no objection to our conclusion.

The licensee also requested a revision to Condition 20 concerning the portable radiation survey instrument calibration frequency. The basis for this request is that Condition 20 and TUEC's hyproduct license are in conflict involving i

the calibration frequency of portable radiation survey instruments. To remove this conflict, the staff recommends that Condition 20 be revised as follows:

1 Condition 20 Portable alpha survey instruments that are used when handling or inspecting SNM shall be calibrated at least quarterly.

CONCLUSION / FINDINGS The staff finds that the proposed changes to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is recommended.

The NRC Senior Resident Inspector at CPSES has no objection to this licensing l action, j
