. About 11:00 p.m., June 3. I called Charles Willis, the NRC-nominated IAEA 5 Safety Advisor to the Philippines Atomic Energy Commission (PAEC), to ask E=i him about the technical organizations and consultants who are working for is" the PAEC and its licensee on the seismic and volcanic questions of the  :==

Bataan Nuclear Power Plant, and to ask for more information on the Environ-mental Report" mentioned in our telecon of May 28. The following is a -  :+

1. Advisors and Consultants
a. Most of the technical analysis is still being done for NPC by EBASCO. One exception has been the trenching to study the geologic strata

near the reactor. That work was done by the NPC itself.  ::'.

b. PAEC has used two local geology consultants, Dr. Henedo, Professor e=

of the University of the Philippines, and Dr. Menoza, who is an official of _

the equivalent of the USGS or US Weather Service organization, the acronym of which sounds like "PAGASA." Willis will attempt to send me a summary of the effort expended.

2. Environmental Report

The completed parts fill seven three-inch looseleaf books. Willis said =

he would advise whether th13 report is publicly available and whether he ll=

can send me a copy. (He sent me a telegram dated June 4, saying "PNPP-1 Environmental Report considered public document. Copy will be sent upon ==

receipt by PAEC of cable requesting it." I am preparing a cable requesting i t. ) The three uncompleted sections, mentioned on May 28, will be completed in November, after final decisions affecting them have been made (e.g., .. .E. . .
