I This-is in response to Mr. Helfrich's September.5 memorandum requesting NRC 1

coments by September 25 on a draft environmental document for the Philippine -

j' Nuclear Power Project fPPNP-1) which. addresses the subject material outlined

in the draft " Unified Interagency Environmental Procedures Applicable to Nuclear Exports",

As you are aware,' the Comission is currently considering the position which NRC should adopt in connection with the draft unified procedures, which call for the preparation and review of environmental documents. In view of this, the Commission will.not be in a position to provide any coments on the' draft environmental document.
