PLANT LIFE EXTENSION PROGRAM' BRIEFING,BY LICENSEE:

This meeting was held on May 10,'1989 at the licensee'.sLoffices in Bolton,

~

Massachusetts. The licensee' operates the' lead' pressurized water reactor in the industry Plant Life Extension' (PLEX).. Program and will submit the first 1icense renewal application under the program.' The NRC. staff ' received a status briefing on Yankee's PLEX Program. The nuclear engineer for.the State; of Vermont attended the meeting. A large. portion of the Yankee.Rowe emer.gency planning zone (EPZ) lies in Vermont. A list of attendees.is__ enclosed.

The licensee presented his overall project management plan which included.a' description of the licensing' documents they propose ~to submit and the tentative schedules. The licensee predicts a five year p.rogram will be needed' to. receive.

.a renewed license from the NRC.

Yankee Atomic personnel. described the screening methodology and engineering evaluations.used to determine which systems and systems. components should he included in their aging analyses. The licensee has computerized these processes using commercially available artificial intelligence and data base

. programs.

ThelicenseepresentedtheirProbabilisticRiskAssessment'(PRA)andIPE program to some of the. staff members. Other members of the staff were given presentations on licensing and policy issues, and maintenance.and engineering evaluations. These were separate and simultaneous sessions.-

Th'e NRC staff believes a second such meeting should be held in August or

' September of 1989 to follow up on progress and to keep the staff briefed so that we can do resource planning needed for our future review effort.
