the Atomic Safety and Licensing Board's decision, denies the petition for intervention, and l

terminates the proceeding.

The Commission approved a Memorandum and Order responding to appeals by the Franklin Regional Planning Board, the New England Coalition on Nuclear Pollution, Inc., and the Citizens Awareness Network from the Atomic Safety and Licensing Board's Decision in LBP-98-12. In LBP-98-12, the Board concluded that petitioners had failed to establish standing and terminated the proceeding. The Memorandum and Order affirmed in part and reversed in part the Board's decision in LBP-98-12. The Memorandum and Order grants standing to the New England Comition on Nuclear Pollution, Inc. and the Citizens Awareness Network and denies standing to the Franklin Regional Planning Board.
