The purpose of this letter is to transmit an application for amendnent to Facility Operating License No. NPF-42 for Wolf Creek Generating Station, Unit No. 1. m

'Ihis application for amendment revises Wolf Creek Generating Station, l Unit No. 1, Technical Specification 6.5.2.2 to replace the table of l qualified technical personnel who are designated as menbers of the Nuclear Safety Review Comittee (NSRC) with more general wording that )

the NSRC shall consist of eight mernbers, including the chairman, from l 1

organizations. A cmplete Safety Evaluation and Significant Hazards l Consideration are provided in Attachment I and II respectively. The proposed changes to the Technical Specification is provided in Attachment III. A similar amendnent was approved for the Trojan Nuclear Plant, NPF-1 (Docket No. 50-344) on December 5,1985.

In accordance with 10 CFR 50.91, a copy of this application, with attachments is being provided to the designated Kansas state ,

Unit No. 1, Technical Specification Section 6.5.2.2 to replace the table of qualified technical personnel who are designated as members of the Nuclear Safety Review Conmittee (NSRC) . his table will be replaced with more general wording to specify that the NSRC shall consist of eight members, including the Gairman, from Wolf Creek Nuclear Operating Corportation (0KNOC) organization or from outside organizations. A specific list of NSRC members similar to Technical Specification Section 6.5.2.2 will be maintained in a NCNOC procedure.

Removing this table will reduce the burden on the Nuclear Regulatory Conunission (NRC) by eliminating the need to review and issue changes to this Technical Specification when NSRC member's titles change or when the WCNOC organizational structure changes. %is will also reduce the burden on Plant Safety Review conmittee (PSRC) and NSRC members by eliminating the review of adninistrative changes to this Technical Specification which in turn will allow additional time for PSRC and NSRC members to review and discuss issues with safety significance.

ne proposed revision does not involve a significant reduction in a margin of safety. %is change does not adversely effect the amount of time in which NSRC meobers have to review NSRC matters and therefore will not impact their ability to perform the NSRC duties.

Since the effectiveness of the NSRC is not changed, no margin of safety is reduced.

'Ihe Cannission'has provided guidance concerning the atplication of the standards in 10 CFR 50.92 by providing examples of Amendnents that are not likely- to -involve Significant Hazards Considerations' (48 FR 14870). Among those exanples are, "A purely adninistrative change to technical specifications: for example, a change to achieve <

consistency throughout the Technical Specifications, corrections of an error, or a change in nemenclature" and "A change that constitutes an additional limitation, restriction, or control not presently included in the Technical Specifications . . .".

Based on the above analysis and utilizing the guidance provided by the Conmission, it has been concluded that the proposed revision to the Wolf Creek Generating Station Technical Specifications involve no significant hazards considerations.
