This is in response to your December 1, 1986 letters (Ser 11/1142 and Ser 11/1143) regarding physical protection requirements for materials authorized by your License Nos. SNM-267 (U.S. Naval Postgraduate School, Monterey, California) and SNM-1147 (U.S. Naval Surface Weapons Center, Silver Spring, Maryland).

This subject was discussed in detail with Mr. William Morris of your office on February 3 and March 2, 1987. Based on those discussions, we have de-termined that the material under License No. SNM-267 is considered to be special nuclear material of low strategic significance as defined in 10 CFL 73.2(y)(1). A security plan does not need to be submitted to the NRC for the quantity of material under this license. However, the general performance objectives outlined in 73.67(a) and the specific requirements enumerated in 73.67(f),and (g) when appropriate, must be met whenever possessing a quantity

( ' greater than 15 grams U-235 with an enrichment of 20 percent or more, t c The material authorized by License No. SNM-1147 is defined in 73.2(x)(1) as special nuclear material of moderate strategic significance. As such, this material requires protection in accordance with 73.67(a) and submittal of a security plan, as specified in 73.67(c)(1), describing how you will comply with all requirements of 73.67(d), as well as 73.67(e) if appropriate.

Enclosed is a copy of etegulatory Guide 5.59, " Standard Format and Content for 3 Licensee Physical Security Plan for the Protection of Special Nuclea-Material of Moderate or low Strategic Significance," to facilitate preparation of the required security plan. (Two copies of this Regulatory Guide were forwarded directly to Mr. J. Myers at the White Oak Naval Surface Weapons Center on February 9, 1987.) This security plan should be submitted to the
