Mr. Denton:

We were greatly disturbed by the disheartening ne s presented at l

your meeting with applicants on August 9, 1978. In particular, the current low priority of our application does not, in our opinion, reflect proper consideration of the following:

1. The current, emphasis placed on standardization in administra-tion and legislative statements of policy including concomi-tant efforts on the part of the NRC as exemplified in the creation of a separate branch to review these applications.
2. The duration of review to which we have already been subject-ed (22 months since date of application, 15 months since date of docketing) .
3. Effective duration of our application given the impending re-ceipt of PDA by our reference NSSS (RESAR-414, filed with NRC 1 week prior to GIBBSSAR application).
4. Commitment of resources required by A/E's to participate in the NRC standardization program, and in particular the measures spent and committed by G&H.

We request a meeting to discuss the effect of the NRC priorities on the G6H standardization ef fort.
