ACCEPTANCE OF AMEN 0 MENT 5 TO QA TOPICAL REPORT Your letters of June 23 and July 21, 1981, transmitted Amendment 5 to the Gibbs &
Hill, Inc. topical report, GIBSAR-17-A, " Quality Assurance Program." The Gibbs A Hill, Inc. topical mport, through Amentent 4, was previously reviewed and accepted by the NRC for referencing in license applications as indicated in our letter of ~
March 1,1979.
Amendment 5 provi' des commitments to a number of mom recent revi-sions to regulatory guiJes, a description of organizational changes, and editorial changes.
Based on our review and evaluation of Amen &ent 5, we find that the criteria in Appendix B to 10 CFR Part 50 are met.
Your amended topical report is therefore acceptable, and you may implement it upon your issuance of the amendment. When GIBSAR-17-A is referenced in a new SAR, we will compare Amendment 5 to Section 17.1 of the latest revision of the Standard Review Plan (NUREG-75/087). The results of this review will be forwarded to you upon completion.
O Should regulatory criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you.
You will be given the opportunity to revise and resubmit it should you so desire.
Programmatic changes by Gibbs & Hill, Inc. to this topical report are to be submitted to the NRC for review prior to implementation. Organizational changes are to be submitted no later than 30 days af ter announcement.
Please replace our letter of Marcn 1,1979 and its enclosure with a copy of this letter and its enclosure in your topical report, renumber the report GIBSAR-17-A (Amendment 5), and resubmit 33 copies of the amendment to the NRC.
Your submittal should point out the changes by use of a black bar in the margin where a change has been made, and the revision number should be adjacent to the bar. Your transmittal letter sinuld identify the nuclear units to which this revised topical report applies.

Amen d ent 5 of GIBSAR-17-A contains a description of the measures used to carry cut the Gibbs &
Hill, Inc. quality assurance program activities and describes how applicable require-ments of Appendix B to 10 CFR Part 50 will be satisfied by the administration and implementation of these measures.

We have evaluated the quality assurance program and the organizations responsible for quality assurance functions described in Amendment 5 of GIBSAP,-17-A.
1-le find that.
quality assurance policy and direction originate at an acceptably high management level and are effectively communicated to other parts of the organization.
Those per-forming quality assurance' functions have responsibility and authority commensurate with their duties in implementing the quality assurance program.
We also find that

measures have been established to be implemented by written procedures and instructions, which address each of the criteria of Appendix B to 10 CFR Part 50 in an acceptable manner.

. Based on our review and evaluation of GIBSAR-17-A, Amendment 5, we. conclude that:
' 1.
The organizations and persons performing quality assurance functions within Gibbs & Hill, Inc. have the required independence and authority to effectively carry out the quality assurance program without undue influence from those directly responsible for costs and schedules.
2.
The Gibbs & Hill, Inc. quality assurance program contains requirements and controls which, when properly implemented, comply with the requirements of Appendix B to 10 CFR Part 50.
3.
The Gibbs & Hill, Inc. topical report GIBSAR-17-A, Amendment 5, " Quality Assur-ance Program," is acceptable for use in the design, procurement, and construc-tion phase activities of nuclear paier plants.
