NRC plans to convene and extemal the review group the week of December 14,1998. The extemal peer review group will be comprised of a representative

i 4 from the following Federal agencies: EPA, DOE, FEMA, a nuclear power industry representative, and two State representatives (CRCPD: 1 reactor response expert, and OAS:1 material response expert). A copy of the self-assessment report will be provided to members of the peer review after Nov. 17,1998.

Background

A Working Group was established in June 1998, to conduct a review to identify initiatives to i improve the efficiency and effectiveness of the NRC incident Response Function. Mr. Aubrey l Godwin participated as the Organization of Agreement States representative on the working j group. The scope of the self assessment included the following strategic issues:

i (1) What measures should the NRC take to maintain a sufficient planning and response i capability for the nuclear industry, state and local authorities, and Federal Govemment in

! the face of growing economic pressure and improving safety performance?

(2) is the degree of the NRC incideat response capability for materials and fuel facility I emergencies consistent with the risk associated with the activities?

', Public Meeting Held at NRC on June 16,1998

,' An open forum public meeting was held on June 16,1998, to solicit public comment on the above-cited issues. Representatives from FEMA and NEl, and David Snellings, Arkansas, met with NRC and response staff and the working group to discuss reactor and materials emergency l

Incident Response SeK-Assessmt 11/6/98 response. Following Agreement State representatives participated by telephone, J. Hardeman, Georgia, A. Godwin, Arizona and R. Fraass, Kansas. The discussion centered around the NRC as the Lead Federal Agency (LFA) under the Federal Radiological Emergency Response Program (FRERP) and coordination with States and other federal agencies, as well as the States lead responsibility.

Status of the incident Response Program Self- Assessment Report The NRC Management Oversight Group will convene on Nov.17,1998 for a final assessment of the draft final report. The report will be available after the Nov.17 meeting.
