Peer Review Schedule for Incident Response Function Self Assessment l

Recently Tim Martin provided his vision of the peer review for the incident Response Function j Se!f-Assessment. Tim indicated that he thought we should request that the peer review group meet {

together for at least og day at NRC headquarters. The one day " kickoff" meeting will be open to the j public and would consist of a presentation of the mission, activities, findings and recommendations of the SA team with opportunities for O&A. The meeting would also be used to articulate the purpose and expectations for the peer review, including the schedule for providing peer review comments and how they would be considered in the SA followup and implementation decision-making process. Following the one day kickoff meeting, Tim believes that the review activities of the peer review group members could be accomplished separately on an individual basis (rather than keeping the group working together).

l I believe that this working arrangement would be an efficient and effective process for conducting the peer review. Accordingly, I am arranging to have a one day kickoff meeting during the week of December 14, 1998. I have current!y targeted Tuesday, December 15 for the kickoff meeting. Room T-10A1 has been I reserved for the meeting. This date will provide additional work days in the week of December 14 for I individual peer review group members (who wish to do so) to continue to meet together at NRC l headquarters over the balance of the week. Meeting rooms have been reserved for that purpose if l needed. However, continuing to work together would be at the (individual) peer review group member's option.

We are inviting the following organizations to provide an incident response expert from their organization to participate in the peer review: l FEMA, DOE, EPA, an Agreement State (materials response perspective), a non-Agreement State (power reactor response perspective) and a nuclear utility (through NEI).

For planning purposes we should inform potential group members that the kickoff meeting of the peer review group will be an all day meeting on December 15 starting at 9:00 AM. Group members are welcome to continue to conduct their peer review efforts at NRC HQ during the balance of week is they choose to do so.

I anticipate that we will ask that peer review group members to formally document and provide their comments by NLT January 15,1999.

I request that all SA team members attend the kickoff meeting in order to support the presentations and to answer questions in their individual areas of responsibility.
