SUBJECT:

REORGANIZATION OF THE OFFICE OF ADMINISTRATION Attached for your information is the revised oroanization of the Office of Administration which has been approved by the Executive Director for Operations and the ADM Labor Management Partnership.

The purposes of this reorganization are to: 1) further emphasize the Office's service philosophy by centralizing all employee services in a new Division and expanding the scope of the Administrative Services Center within that Division; 2) gain efficiencies by integrating the functions of the security and facilities management functions in a single organizational unit; 3) streamline ADM's structure by improving the-supervisor / employee ratio: and,4) accomplish other operational efficiencios by redistributing property management functions within the new structure.

The reorgcnization is effective April 15,1997. The new organizational structure and reporting relationships are attached. A revised staffing plan, new performance plans, and revised job descriptions for the affected employees are being prepared.

Accroved for Publication The Commission has delegated to the EDO (10 CFR 1.31(c)) the authority to develop and promulgate rules as defined in the APA (5 U.S.C.551(4)) subject to the limitations in NRC Management Directive 9.17, Organization and Functions, " Office of the Executive Director for l Operations," paragraphs 0213,038,039, and 0310. l The attached final rule entitled " Statement of Organization and General Information; Minor l Amendments" amends 10 CFR Parts 1,2,4,7,9,15,16,76, and 110. The final rule reflects the reorganization within the Office of Administration, the creation of the Office of the Chief Information Officer and the creation of the Office of the Chief Financial Officer. These amendments also rcflect other administrative changes. These amendments are necessary to inform the public of these administrative changes to the NRC's regulations.

This final rule does not constitute a significant question of policy; although it amends regulations contained in 10 CFR Parts 7 and 9, the amendments are administrative and do not concern matters of policy. I therefore find that this rule is within the scope of my rulemaking authority and am proceeding to issue it.

The rule also reflects the renaming of the Office of Personnel to the Office of Human Resourcec. SUMMARY

The Nuclear Regulatory Commission is revising its statement of organization and generalinformation to reflect the creation of the Office.of the Chief Financial Officer (OCFO) and the Office of the Chief Information Officer (OClO), the reorganization of the' Office of-Administration (ADM), and other minor changes.. These amendments are necessary to. inform the public of administrative changes within the NRC.

On January 5,1997, the Commission announced the creation of the OCFO and the OCiO. These offices report directly to the Chairman. These offices were established pursuant to the. Chief Financial Officers Act of 1990 and the Clinger-Cohen Act of 1996, respectively.

. The responsibilities and functions of their predecessor organizations that reported to the l Executive Director for Operations (EDO) were transferred to these offices, respectively.

Accordingly, the Office of the Controller and the Office of Information Resources Management were abolished. tre addition, publications, graphics, printing, and Freedom of Information Act and Privacy Act functions were transferred from the Office of Administration (ADM) to the l

OClO.

This final rule also notes the name change of the Office of Personnel to the Office of Human Resources and other minor administrative changes. I Because these amendments deal with agency practice and procedures, the notice and comment provisions of the Administrative Procedure Act do not apply pursuant to 5 U.S.C.

553(b)(A). The amendments are effective upon publication in the Federal Reaister. Good.

cause exists to dispense with the usual 30-day delay in the effective date because these amendments are of a minor and administrative nature, dealing with the agency's reorganization.

Environmental Impact: Categorical Exclusion The NRC has determined that this final rule is the type of action described in categorical I.

exclusion 10 CFR 51.22 (c) (2). Therefore, neither an environmental impact statement nor an environmental assessment has t.een prepared for this final rule.
