STATEMENT OF ORGANIZATION AND GENERAL INFORMATION; MINOR AMENDMENTS Attached for your signature is a final rule that amends the Commission's regulations in 10 CFR Parts 1,2,4,7,9,15,16,76, and 110 to reflect the reorganization within the Office of Administration, the creation of the Office of the Chief Information Officer and the creation of the Office of the Chief Financial Officer. These amendments also reflect other administrative changes. This action is necessary to inform the public of the administrative changes to the NRC's regulations.
Because these amendments deal with agency organi72 tion and procedures, the notice and comment provisions of the Administrative Procedure Act do not apply pursuant to 5 U.S.C.
553 (b) (A). Therefore, good cause exists to dispense. with the usual 30-day delay in the effective date because the amendments are of a minor and administrative nature.
Also attached is an entry for the Daily Staff Notes that informs the Commission that the EDO has signed this final rule. Congressional committees are not being informed and the Office of Public Affairs has determined that no press release is needed for this rulemaking.
The Office of the Chief information Officer and the Office of the Chief Financial Officer concur in this final rule. The Office of the General Counsel has no legal objection.
