-NRC-PROPOSES TO AMEND REGULATIONS TO DELETE CERTAIN REPORTING REQUIREMENTS The Nuclear Regulatory Commission is proposing to1 amend its regulations to delete requirements that utilities report certain events involving the actuation of engineered safety features in their nuclear power plants.

.The NRC staff's review over the-past seven years has shown that these events are not important to safety and that-resources expended in reporting them could be better spent on other i

activitias. In addition, the steff has identified a disparity _

and diversity concerning licensees' understanding of the-intent of the existing event reporting rules and, therefore, the-I application of the reporting requirements.

q In the Fall of 1990, the staff held four workshops to obtain :l 1

feedback from the industry on its experience with event _ reporting ' I under the existing requirements. As a result, a staff task group -

_l was formed to clarify the intent of the7 current rules and-to improve the uniformity and completeness of operating reactor '

event reports. The task force lasued-a' draft report for public comment in September last year and, following. resolution of those comments, will be issued with the improved guidance.

However, the staff cannot change.the scope of the events to be reported in the guidance document unless the existing-

requirements in the regulations also ers enanged. According1y,.

the Commission is proposing to delete from the existing reporting requirements:

'...?.o; i 1)~ events. involving an invalid actuation of an engineered

. safety feature (ESP).or the reactor protection system (RPS) when that particular system already has been properly;_ removed from service.

2) events involving an invalid actuation of an ESF or-the RPS after the safety function already has been completed;
3) events involving an invalid actuation of ESF that involves only a limited set of ESFs--isolation or realignment of only the reactor water clean-up system, the control room emergency ventilation system, reactor building
  • ventilation system, fuel building-ventilation system, auxiliary building ventilation system or:their equivalent ventilation system; and .
4) actuation of ESF components that have both protective (ESF) and non-protective (non-ESF) actuation circuitry and the actuation occurs as a result of a signal-from:the=non-ESF circuitry.

Written comments on the proposed amendments to Part 50 of
