INIPCCUC1'ICN On 4-10-87, the BRH inspectors met with Mr. Chuck Waldrcp and Mr. Jian Blandford to inspect several controlled areas of the N.S. Savannah (NSS) for radiological hazards aM structural deterioration.  !

7he areas of concern were the reactor space (lower secondary containnent),

starboard and port stabilizer, cold and hot chem labs. Mr. Blandford wished to accorpany the inspectors into these areas to evaluate khat type of maintenance if any would be necessary.

Reactor Srace (Imer Secondary Containnent)

The irspectors aM Mr. Blandford suited up in anti-contamination suits ard entered the reactor space thrcugh the C-Ceck access trunk. Readings at the entry hatch into this area were 5.OrR/hr. Approxirately, one meter to the right, a coolant recovery pipe leading out fram the reactor vessel had a surface reading of 500rR/hr. This was the maxinum reading noted throughout the survey.

The only other high reading noted during the survey was another pipe on the port side forward khich read 150rR/hr at the surface of an elbow joint. Surveys of the reactor vessel surface irdicated no readings over 10.OrP/hr. The integrity of the reactor vessel itself seened to be in order with no evidence of rust or deterioration. Background readings taken along the catwalk surrounding the reactor vessel averaged at 0.5 R/hr except when in the areas of around the hot pipes on the star W d and port side.

The inspection of tne aft section of the secondary containnent area revealed several areas of moisture aM heavy rust on the floor. No surface readings above background were found here. Wipe tests taken at the rusty areas also confirmed that no significant rerevable contamination was present (see attached results). The rust is apparently being caused by condensation running down the aft bulkhead and collectirg in the low aft section of the floor. Mr. BlaMford inspected the rusty areas and expressed a desire to resurface and paint the areas in question. He also believed that placing a crate of silica gel desiccant in the reacter space wenld greatly reduce the moisture buildup. He was infonned that raintenance consideratiocLs would be addressed pending evaluation of the wipe test results.

Wipe tests revealed no significant renovable contamination - see attached results.

Cold Gem lab t An irspection of the cold chem lab (upper aM lower forward control areas) was then perfonned. The upper level lab had no significant direct readirg or renovable radiological hazards.

The lower level lab had several areas of concern particularly in and arcund the hot fume hood at the prinary samplirg loops on the startcard side. Readirgs '

were taken as follows:

120 rP/hr

c. High radiation area pipe i overhead -

150 rR/hr  !

d. Dccharge pipe at flecr - 20.0 mP/hr  !
e. W s plug in floor -

0.5 rP/hr 2

The sink irside the fume hood had 5148.3 dpc/100cm rerevable contadnation.

All other wipe tests in this area were negative. '

stabilizer Rec s Both starboard ard portside stabilizer roms were checked for contanination and '

structural deterioration. One pipe leadirg between to strainer vessels read 2.OrR/hr at the surface in the portside stabilizer. All other readirgs were backgrouM. Scre oil was found on the floor but no water or rust was present.

Both a ringstaM ard a water bath was found to be contadnated p this lab. the t

ringstand had a surface readire of 0.1 rR/hr with 412 dpV100c:n of renovable conta.q tion. The water bath lid had a surface reading of 0.5 P/hr with 4773.7 dp:100cm of removable contamination. All other areas revealed no significant readirgs or contaminatien (see attached results) .

Exit Interview A discussion of the inspection findings was held with Mr. Blardford and Mr.

Waldrop. Most of the areas inspected seemed to be free of any radiological hazards except for the isolated areas previously noted in the reactor space, cold chemlab and hot chem lab. The only area of significant structural deterioration was the aft section of the reactor space (lower secondary containment). Mr. Blandford expressed a desire to resurfa ard paint this area.

He was informed that surface readings were minimal in that area and that raintenance personnel should not receive significant exposure levels while working there. Wipe test results also indicate that airborne particulates that ray result frcn resurfacing operations should not cause any internal expcsure prcble=s.

Mr. Blarxiford also wishes to place a crate of silica gel desiccant into the reactor space to reduce moisture buildg in the future.

The route by which rainterance personnel will enter the reactor space was also discussed at length. The C-Deck access trunk is sonewhat cumberscre to enter. .

The cold chem lab was ruled out due to the presence of the hot fume heed and sa pling locps there. Mr. Blandford believed that there was another entry at ,

the aft section of the reactor space, but this could not be located during the <

ir w ien.

Mr. Blandfod and Mr. Waldrop were informed that a letter notifying them of our firdirgs would be fortheccing.
