Proposed Change to CNS Technical Specification Residual Heat Removal System Cross Tie Valve Position Testing ,

Cooper Nuclear Station, NRC Docket 50-298, DPR-46 In accordance with the provisions of 10 CFR 50.4 and 50.90, Nebraska Public Power District (the District) hereby submits a request for an amendment to License DPR-46 to change the Cooper Nuclear Station (CNS) Technical Specifications. TFe purpose of this proposed change is to change the frequency of testing the Residual Heat Removal (RHR) Cross Tie Valve , RHR-MOV-MO20, position indication from once per month to once per operating cycle. This change is required since testing the position indication of RHR-MO20 once per month places both LPCI subsystems in a configuration which is susceptible to common cause failure while the plant is at power. Testing of the valve position indication by full stroking the valve requires a LCO entry during conditions that require LPCI to be operable. The component identification number for the RHR-MO20 limit switch contact is also being changed. This change is editorial and has no j

impact on the specifications.

Attachment 1 provides the basis for the change, the no significant hazard consideration U/

determination, and the CNS Technical Specification pages (mark-ups and as revised) affected by this change. This proposed change has been reviewed by the necessary safety review committees and incorporates all amendments to the CNS Facility Operating License through Amendment 176 issued on May 9,1997.

By copy of this letter and its attachment the appropriate State of Nebraska official is being i

notified in accordance with 10CFR50.91(b) (1). Copies to the NRC Region IV Office and the t CNS NRC Resident Inspector are also being sent in accordance with 10CFR50.4 (b)(2).
