Petitioner requests permission to intervene as a full party in the case _

in the matter of Houston Lighting & Power Cols proposal to construct a nuclear power station approximately 30 miles from the home where she lives together with her daughter and two grandchildren. -

Although repeatedly requested, documents on the environmental impact and the final report on safety, which petitioner was entitled to receive 30 days befo" this conference, (10 CFR, the Commission's own stated policy and pre- l cedent ) have not been received. Without these materials, it has been impossible properly to prepare for this conference.

Last month new evidence appeared which explodes the contention that there is a driving need for nuclear energy. Under date of Oct. 31, 1978, the Houston Chronicle headlined:

This new development, occurring within the past few weeks, has been ac-knowledged by Bid Lawrence, pzesident of the American Cas Association..  :

No insurance covering nuclear disaster being available from any insurance company of standing, the U. S. government can be called on to take part of the liability in the event of a nuclear disaster. This is small comfort, since the j I

1 compensation would be small compared to such pain and loss, and in any event the cost of such compensation would come from the very ones covered - us.

Applicant, Houston Lighting & Power Co., has failed to show in what way petitioner could hope to derive benefit from the' building of this nuclear f

power plant, especially as the energy situation now stands, and the burden of proof is*on the, applicant . (10 GFR).

This petitioner has a heart condition which requins, among other things, the wearing of a pacemak'er. It is well known and easily documented that radiation emitted by such a facility as Allens Creek Nuclear Power Station visits hazards on those so at risk. ' Functionaries of the National Cancer Institute, Mt. Sinai Hospital, ' Oak Ridge, Tennessee Nuclear facility as well as the most distinguished British researcher in radiation endocrinology, Dr. l Alice Stewart, are among those who find that there is no such thing as a safe level of radiation, t.nd persons at risk are especially vulnerabb.e, arxi that 4
