postponed till such time as Applicant states in writing that he is i=revocably committed to build-the ACGNS should he receive a construction permit to so do.,

This motion is made in the interest of reducing expenditures of additional public monies on this proposed project in which the Applicant now, with good reason, i

expresses serious doubts of ever completing because of financial considerations..
