SAFETY ANALYSIS REPORT - UNC'S AMENDMENT APPLICATION WITHOUT DATE (DOCKETED OCTOBER 20,1978) TO RAISE SOURCE MATERIAL POSSESSION LIMIT, PC N0. 79012A REVIEWER: R. L. Stevenson

Background

UNC is authorized for a possession limit of 600 kilograms of source material and now requests authorization to possess an additional 80,000 lb. of depleted uranium. The increased inventory would be received as uranium-molybdenum alloy and stored in closed, steel containers.

Sa fety The approved radiological safety procedures in the existing license are adequate to control the possible effects of the increased source material possession limit. The increased possession limit should have no impact on nuclear criticality safety or on the environmental effects of the licensee's activities. Future, plant-scale processing of the alloy source material would require authorization in the form of NRC-approved license amendments.

Conclusion and Recomendation Based on the facts sumarized above, I believe that the proposed license amendment can be issued without undue risk to the health and safety of the plant staff or to the public. Further, the issuance of the license amendment is not deemed to be a major federal action significantly affecting the quality of the human environment; and thus, pursuant to 10 CFR 51, Section 51.5(d)(4), an environmental impact statement, negative declaration, or an environmental appraisal need not be pre-pa red .
