10CFR Part 21 Defect in Rosemount Model 1153 B series transmitters (21-84-14)

Dear Mr. Keppler:

On November 5,1984, Illinois Power was advised by Baldwin

- Associates of ~a potential 10CFR21 defect in Rosemount Model 1153 Series B Transmitters. Based on an evaluation, Illinois Power is notifying the Commission of a 10CFR Part 21 reportable defect.

This report provides information as required by 10CFR Part 21.21 (3).

(1) D. P. Hall, Vice President of Illinois Power Company, Clinton Power Station, Clinton, IL 61727, by means of this report, hereby provideo the uritten notification of a 10CFR Part 21 defect to the NRC.

(ii) The basic components involved are Rosemount Model 1153 Series Transmitters manufactured during the period from January, 1984 to August, 1984.

(iii) The transmitters were manufactured by Rosemount Inc., 12001 West 78th Street, Eden Prairie, Minn.

(iv) A potential leak path in the seal of the threads between the sensor module and the electronics

,'" housing exists in these transmitters. This leak path could allow moisture from the environment to enter the electronics housing under abnormal conditions. Moisture in the electronics housing can cause transmitter failure. Failure of transmitters in safety related systems at a time of abnormal operation could result in a reduction p of performance in these systems.

(v) Illinois Power was notified by Baldwin Associates on November 5, 1984 of a potential defect in the Rosemount Model 1153 Series B transmitters.

(vi) The equipment number and location of the transmitters-in use at, supplied for, or being supplied for Clinton Power Station are identified on the Attachment to this report.

.(vii) All-Rosemount'Model 1153. Series B transmitters at CPS that were manufactured between January and August of 1984 will.be returned to Rosemount's Eden Prairie facility for disassembly, cleaning

- and reassembly per Rosemount's new assembly procedure. .This action was begun on November.2, 1984 and is expected to continue through April 15, 1985. Baldwin Associates is responsible for those transmitters.not yet turned over to IP. IP Startup is responsible'for transmitters which have been turned over.

(viii) None Our evaluation of this reportable defect is available for your review at our offices. I trust that this letter provides sufficient,information for your review and analysis of the problem.
