REPORT ON FACILITY LICENSE NO. R-102 THE UNIVERSITY OF NEW MEXICO JULY 1,1994 - JUNE 30,1995 The University ofNew Mexico's AGN-20lM reactor was used for some research during the summer of 1994. The experiments had prior approval from our Reactor Safeguards Advisory Committee. During a monthly maintenance check in October 1994, it was discovered that one of the safety channels, Channel 2, was not operating properly. A check of the instrument indicated that the electronics driving the meter and the trip circuits was not functioning. An attempt to get replacement parts for the electronics was unsuccessful as the electronics were 1970 vintage and no longer available. It was then decided to replace the channel with a new one, on hand, made by the same company but without integral tdp circuitry. This equipment had been purchased as pan of the DOE instrumentation upgrade so we decided to pursue the changes in the technical specifications which would be required to implement the complete upgrade. A revised set of technical specifications was submitted in mid-December 1994 with clarifications and other naterials submitted at various times in 1995. As ofJune 30,1995, the revised technical specifications are under review with NRC. Since -

the problem with the electronics was discovered in October 1994 until June 30,1995 the reactor has not been operated because the replacement equipment does not comply with the technical specifications as originally approved. When the revised technical apeHications are approved, the new equipment will be tested and verified for similar operation and we will resume use of the facility for teaching experiments as a part of our undergraduate and graduate programs.
