DUANE ARNOLD ENERGY CENTER (DAEC) FORCED OUTAGE DUE TO A CONDENSER TUBE LEAK Discussion:

At 15:13 p.m. CST on November 2, 2003, an annunciator was received for Condenser Hotwell High Conductivity. The plant had been experiencing a sporadic condenser tube leak since September 12, 2003. A forced outage plan had been developed by licensee management to commence an orderly plant shutdown when chemistry parameters exceeded predetermined limits. The increase in conductivity, caused by the tube leak, resulted in the predetermined chemistry limit for conductivity to be exceeded. Therefore, an orderly plant shutdown was commenced and the plant was shutdown at 04:55 a.m. CST on November3,2003.

The licensee plans to restart the unit after completing the scheduled maintenance activities, which are scheduled for approximately 96 hours0.00111 days <br />0.0267 hours <br />1.587302e-4 weeks <br />3.6528e-5 months <br />.

Region III resident inspectors are monitoring the activities.

Region III (Chicago) was informed of this shutdown by the Senior Resident Inspector at DAEC at 15:50 p.m. CST on November 2, 2003.
