Ladies and Gentlemen:

By letter dated April 29, 2004, as supplemented on May 18, 2004, Carolina Power and Light Company, now doing business as Progress Energy Carolinas, Inc. (PEC), responded to the April 29, 2003, NRC security-related Order EA-03-086 for the H. B. Robinson Steam Electric Plant (HBRSEP), Unit No. 2. On July 9, 2004, the NRC issued a Request for Additional Information (RAI) to PEC on the HBRSEP, Unit No. 2, Guard Training and Qualification Plan.

PEC received that letter on July 13, 2004. The July 9, 2004 letter requested that PEC respond within 10 working days from the date of receipt of the letter.

In accordance with 10 CFR 50.4, PEC provides the responses to the RAls for HBRSEP, Unit No. 2, in the attachment to this letter.
