Dear Mr. Smith:

On April 15,2011, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection atyour Pilgrim Nuclear Power Station (PNPS), using Temporary Instruction 2515/183, "Followupto the Fukushima Daiichi Nuclear Station Fuel Damage Event." The enclosed inspection reportdocuments the inspection results which were discussed on April 15, 2011, with you and othermembers of your staff.The inspection examined activities conducted under 10 CFR 50.54 (hh) and your LicenseCondition 3.L(b)7 relative to the implementation of 8.5.b mitigating strategies. The inspectioninvolved examination of selected procedures and records, observation of activities, andinterviews with station personnel.This report documents one NRC identified finding of very low safety significance (Green). Thefinding was determined to involve a violation of NRC requirements. However, because of itsvery low safety significance and because it was entered into your Corrective Action Program,the NRC is treating this finding as a non-cited violation (NCV), consistent with Section2.3.2.a ofthe NRC's Enforcement Policy. lf you contest the NCV in this report, you should provide aresponse within 30 days of the date of this inspection report, with the basis for your denial, tothe U. S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.20555-0001, with copies to the Regional Administrator, Region l; the Director, Office ofEnforcement, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555-0001; and theNRC Resident lnspector at Pilgrim. In addition, if you disagree with the cross-cutting aspectassigned to the finding in this report, you should provide a response within 30 days of the dateof this inspection report, with the basis for your disagreement, to the RegionalAdministrator,Region I and the NRC Resident Inspector at Pilgrim.Enclosure contains Sensitive UnclassifiedNon-Safeguards Information.
