AT POINT BEACH NUCLEAR POWER PLANT UNIT 1 IN THE TOWN OF TWO CREEKS, MANITOWOC COUNTY, WIGCONSIN The Wisconsin Electric Power Company (WEPCO) plans to purchase and store two replacement steam generator lower sections and .

primary moisture separators for the Point Beach Nuclear Power Plant, Unit 1, in the town of Two Creeks, Manitowoc County, Wisconsin. The replacement parts will be shipped to the site on a barge and will be unloaded either in Kewaunee or at the site. If the barges are unloaded at the site, a barge slip must be dredged along the shoreline. This was done (and the slip filled in) for delivery of the present steam generators.

There are three possible alternative actions: a) to continue to operate Point Beach 1 at less than full power and to plug tubes in the steam generators as they begin to leak; b) to repair the existing steam generators by inserting metal

" sleeves" into the steam generator tubes; and c) to decommis-sion Point Beach 1 in the near future. WEPCO has not decided whether to install the replacement steam generators or whether to store the replacement steam generators and repair the pre-sent steam generators.

The total estimated project costs are: S12.5 million for pur-chase and storage of the steam generators and $5.5 million for repair of the steam generators (assuming cost sharing with Westinghouse). The estimated cost of steam generator replace-ment is $48.5 (cost to WEPCO $34 million).

The Systems Planning, Environmental Review and Consumer Analy-sis Division (SPERCA) of the Public Service Commission is con-ducting an environmental screening on the above project and its alternatives and would like your comment. The screening is being conducted to determine whether an environmental impact statement is necessary.
