Dear Mr. Miller:

Oregon State University would like to request a change to the OSTR '

t organizational structure presently shown in Section 6.1 of our Technical

5pecifications. The newly proposed organization has been reviewed and j specifically approved by OSU's President and Vice President for Administration, 4 and by me in my role as Reactor Administrator and Radiation Center Director.

In addition, the proposed change to our Technical Specifications has

,

been approved by the Reactor Operations Committee.

i The proposed change to Section 6.1 is shown in the organization

! chart on Attachment A. The modification involves adding the position of Radiation Center Assistant Director for Radiation Protection and l Regulatory Affairs to the OSTR organizational structute. No other changes i

to Section 6.1 are required.

Our justification for this change is directly related to our continuing emphasis on radiation protection and proper management of all other

' regulatory matters involving the OSTR. We feel that the proposed organiza-tional change will afford us a degree of effectiveness, coordination and efficiency which is essential to the OSTR program, and therefore

,

i i request your approval of the indicated change.

1 We, of course, recognize the need to obta;n NRC approval prior to adding the Assistant Director position hto the OSTR organization.

We have, however, proceeded to establish the described Assistant Director

position, since it also involves responsibilities within the Radiation

Center which are exclusive of the TRIGA operation.
