Proposed Amendments to OSTR Technical Specifications Gentlemen:

This purpose of this letter is to request minor amendments to the OSTR Technical Specifications in order to keep them up-to date. In particular they update titles in the University administration and delete references to Region V. Attachment A contains the necessary replacement pages should you agree to the proposed amendments.

Proposed Change to Technical Specification 6.l.a Replace the word "him "in thefirst sentence with "the Director".

This change merely removes gender specific language from this part of the license thereby allowing for a female Director without a need to change the Technical Specifications.

Proposed Change to Technical Specification 6.1.b Delete the words "andInternationalPrograms"from the boxfor the l' ice Provostfor Research.

Change the "ChiefBusiness Officer" to "l' ice Presidentfor Finance and Administration".

Put a comma after " Director " so that it reads " Director, Radiation Center".

These changes merely update the Technical Specifications with the current position titles at the University and correct grammar. There are no changes with respect to lines of communication, to /

reporting channels or to responsibilities.

Each of these changes eliminates reference to Region V. Region V is no longer in existence, having been merged with Region IV. liowever, all NRC responsibilities with respect to the OSTR have now been transferred to the Non-Power and Decommissioning Projects Directorate at NRC headquarters as announced in a letter from the Regional Administrator of Region IV received on July 21,1997.

None of these propos-d changes removes any need for reponin3, they just update to whom the reports should be made.
